1 Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2 During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for (...) generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3 The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4 The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. 5 Synthesis and applications. Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. It is particularly important that applied ecologists emphasize the generic value of their work wherever possible. (shrink)

This chapter explores perspectivism in the American Pragmatist tradition. On the one hand, the thematization of perspectivism in contemporary epistemology and philosophy of science can benefit from resources in the American Pragmatist philosophical tradition. On the other hand, the Pragmatists have interesting and innovative, pluralistic views that can be illuminated through the lens of perspectivism. I pursue this inquiry primarily through examining relevant sources from the Pragmatist tradition. I will illustrate productive engagements between pragmatism and perspectivism in three areas: in (...) the pragmatists’ fallibilistic theories of inquiry and truth, in their pluralistic metaphysics, and in their views on cultural pluralism. While there are some potential sticking points between pragmatism and perspectivism, particularly around the visual metaphor of perspective, these philosophical approaches nonetheless have much to learn from each other. Perspectivism is in danger of falling between the horns of pernicious relativism and a platitudinous view of the limits of human perception and cognition. The pragmatists accounts of truth and reality open the possibility of a more thoroughgoing perspectivism. I will follow this thread through Charles S. Peirce’s, William James’, and John Dewey’s theories of inquiry and truth, Peirce’s evolutionary metaphysics, James’ radical pluralism, Dewey’s cultural naturalism, Richard Rorty’s anti-essentialism, Jane Addams’ standpoint epistemology, W.E.B. Du Bois’ theory of race consciousness, Horace Kallen’s and Alain LeRoy Locke’s cultural pluralism, and Mary Parker Follett’s account of pluralistic integration. (shrink)

Holmes, a biographer of Shelley, Coleridge, and Dr. Johnson, has woven together several tales of English scientists who ventured to exotic lands, flung themselves into love affairs, and wrote sonnets to science. The likes of Joseph Banks, William and Caroline Herschel, Mungo (...) Park, and Humphry Davy displayed, in the calmer English manner, the kind of personalities that discovered the “beauty,” if not exactly the “terror,” of science. Holmes dishes up the faux terror in his chapter on Mary Shelley’s Frankenstein, although the wilder opinions of Samuel Taylor Coleridge, who passes through his pages in a drug-induced ramble, are unsettling enough. The lives of the individuals whose accomplishments Holmes depicts are bracketed by James Cook’s fi rst voyage to the South Pacifi c and Darwin’s Beagle adventure. With dexterity and considerable but unobtrusive scholarship, Holmes goes far to reveal “the scientifi c process by which a mind of acknowledged power actually proceeds in the path of successful enquiry.” That last line comes from David Brewster’s Life of Sir Isaac Newton. The minds Holmes depicts, however, stand deep in the shadow of the standard by which Brewster gauged scientifi c power. Joseph Banks, botanist and long-time president of the Royal Society, serves Holmes as his Virgil, helping to link together the lives of his other protagonists. Banks gained his scientifi c reputation as a botanist on Cook’s fi rst voyage, though Holmes only touches lightly on the botanical work. This translation of Nietzsche’s early _Unzeitgemässe Betrachtungen_ consists of four long essays and notes for a fifth. Nietzsche planned these works as part of an extremely ambitious critique of German culture. Although the project was never completed, the essays thematically linked and should be considered as a whole. During the 1840s and the 1850s botanist Joseph Hooker developed distinct notions about the proper characteristics of a professional man of science. While he never articulated these ideas publicly as a coherent agenda, he did share his opinions openly in letters to family and colleagues; this private communication gives essential insight into his and his X-Club colleagues' public activities. The core aspiration of Hooker's professionalization was to consolidate men of science into a dutiful and centralized community dedicated to national well-being. (...) The nation in turn owed the scientific community for its ministration. When the government bestowed funds and status on men of science it was rewarding science -- not purchasing it. His proposed reforms were piecemeal, immediate, and above all practical. He harbored no taste for vast millenarian transformation, and rested his conception of scientific professionalism upon a respectable High Victorian foundation of patronage and pillars of duty, reciprocity, intimacy, and inequality. The process of professionalization he envisioned was as much shrewd compromise between existing interests as a vindication of principle. His power and prestige from the mid-1850s onward gave him considerable ability to carry out his reform program, although his general success did occasion some undesired consequences for the status of natural-history pursuits. This paper argues that while Chambers' method of corresponding regressions offers an intriguing way of analyzing empirical data much remains to be done to make the mathematical, and thus, the statistical meaning of the procedure clear and intuitive. Chambers' theoretical justification of the method of the claim that it can in some sense validate formal cause explanations as alternatives to efficient cause, mechanistic ones is rejected. Chambers has misattributed the mechanistic cast of most contemporary psychological explanations to linear temporality rather (...) than to necessity, and has preserved such necessity in the quality of asymmetry. The paper seeks to distinguish and clarify temporality, causality, and necessity in order to be more clear about the central theoretical problem Chambers identifies. It is further argued that the current theoretical issues facing the discipline likely cannot be resolved by methodological advances. (shrink)

Umbilical cord blood has become the focus of intense efforts to collect, screen and bank haematopoietic stem cells in hundreds of repositories around the world. UCB banking has developed through a broad spectrum of overlapping banking practices, sectors and institutional forms. Superficially at least, these sectors have been widely distinguished in bioethical and policy literature between notions of the ‘public’ and the ‘private’, the commons and the market respectively. Our purpose in this paper is to reflect more critically on these (...) distinctions and to articulate the complex practical and hybrid nature of cord blood as a ‘bio-object’ that straddles binary conceptions of the blood economies. The paper draws upon Roberto Esposito’s reflections on biopolitics and his attempt to transcend the dualistic polarisations of immunity and community, or the private and the public. We suggest that his thoughts on immunitary hospitality resonate with many of the actual features and realpolitik of a necessarily internationalised and globally distributed UCB ‘immunitary regime’. Background Policies to use financial incentives to encourage healthy behaviour are controversial. Much of this controversy is played out in the mass media, both reflecting and shaping public opinion. Objective To describe UK mass media coverage of incentive schemes, comparing schemes targeted at different client groups and assessing the relative prominence of the views of different interest groups. Design Thematic content analysis. Subjects National and local news coverage in newspapers, news media targeted at health-care providers and popular websites between January (...) 2005 and February 2010. Setting UK mass media. Results The study included 210 articles. Fifteen separate arguments favourable towards schemes, and 19 unfavourable, were identified. Overall, coverage was more favourable than unfavourable, although most articles reported a mix of views. Arguments about the prevalence and seriousness of the health problems targeted by incentive schemes were uncontested. Moral and ethical objections to such schemes were common, focused in particular on recipients such as drug users or the overweight who were already stereotyped as morally deficient, and these arguments were largely uncontested. Arguments about the effectiveness of schemes and their potential for benefit or harm were areas of greater contestation. Government, public health and other health-care provider interests dominated favourable coverage; oppo- sition came from rival politicians, taxpayersÕ representatives, certain charities and from some journalists themselves. Conclusions Those promoting incentive schemes for people who might be regarded as ÔundeservingÕ should plan a media strategy that anticipates their public reception. (shrink)

In the past two decades, reinforcement learning has become a popular framework for understanding brain function. A key component of RL models, prediction error, has been associated with neural signals throughout the brain, including subcortical nuclei, primary sensory cortices, and prefrontal cortex. Depending on the location in which activity is observed, the functional interpretation of prediction error may change: Prediction errors may reflect a discrepancy in the anticipated and actual value of reward, a signal indicating the salience or novelty of (...) a stimulus, and many other interpretations. Anterior cingulate cortex has long been recognized as a region involved in processing behavioral error, and recent computational models of the region have expanded this interpretation to include a more general role for the region in predicting likely events, broadly construed, and signaling deviations between expected and observed events. Ongoing modeling work investigating the interaction between ACC and additional regions involved in cognitive control suggests an even broader role for cingulate in computing a hierarchically structured surprise signal critical for learning models of the environment. The result is a predictive coding model of the frontal lobes, suggesting that predictive coding may be a unifying computational principle across the neocortex. (shrink)

ObjectiveTo examine how physical and psychological childbirth experiences affect maternal perceptions and experiences of early infant behavioural style.BackgroundUnnecessary interventions may disturb the normal progression of physiological childbirth and instinctive neonatal behaviours that facilitate mother–infant bonding and breastfeeding. While little is known about how a medicalised birth may influence developing infant temperament, high impact interventions which affect neonatal crying and cortisol levels could have longer term consequences for infant behaviour and functioning.MethodsA retrospective Internet survey was designed to fully explore maternal experiences (...) of childbirth and her postnatal perceptions of infant behaviour. Data collected from 999 mother–infant dyads were analysed using Pearson’s correlations and multiple analyses of covariance, employing the Bonferroni method of correction to establish initially significant variables. Multiple linear regressions were conducted to determine major perinatal contributors to perceived early infant temperament.ResultsMultiple regression analyses on each of the eight Mother and Baby Scales outcome variables indicated that early infant behavioural style was largely predicted by subjective maternal states during and post-childbirth, postnatal depression scores, maternal personality traits and infant age. For example, infant age was the most significant predictor of Alert-Responsive infant behaviour, followed by maternal Postnatal Positive experience. In contrast, depression scores were the most significant predictor of Unsettled-Irregular infant behaviour, followed by Anxious-Afraid Birth Emotions and infant age. Mothers also perceived their infants as more Alert-Responsive and Easier overall after a Supported birth experience.ConclusionMaternal and infant outcomes were influenced by multiple physical and psychological perinatal variables. The mother’s subjective experience appeared to be of equal significance to more objective factors. Social support enhanced the mother’s childbirth experience, benefitting her perceptions of her baby’s early temperament. These findings provide further support for current World Health Organisation intrapartum guidelines on the importance of making childbirth a ‘positive experience’ for women. (shrink)

This paper investigates the medical law and ethics learning needs of Foundation doctors by means of a national survey developed in association with key stakeholders including the General Medical Council and Health Education England. Four hundred sevnty-nine doctors completed the survey. The average self-reported level of preparation in MEL was 63%. When asked to rate how confident they felt in approaching three cases of increasing ethical complexity, more FYs were fully confident in the more complex cases than in the more (...) standard case. There was no apparent relationship with confidence and reported teaching at medical school. The less confident doctors were no more likely to ask for further teaching on the topic than the confident doctors. This suggests that FYs can be vulnerable when facing ethical decisions by being underprepared, not recognising their lack of ability to make a reasoned decision or by being overconfident. Educators need to be aware of this and provide practical MEL training based on trainee experiences and real-world ethics and challenge learners’ views. Given the complexities of many ethical decisions, preparedness should not be seen as the ability to make a difficult decision but rather a recognition that such cases are difficult, that doubt is permissible and the solution may well be beyond the relatively inexperienced doctor. Educators and supervisors should therefore be ensuring that this is clear to their trainees. This necessitates an environment in which questions can be asked and uncertainty raised with the expectation of a supportive response. (shrink)

The medial prefrontal cortex (mPFC) has been the subject of intense interest as a locus of cognitive control. Several computational models have been proposed to account for a range of effects, including error detection, conflict monitoring, error likelihood prediction, and numerous other effects observed with single-unit neurophysiology, fMRI, and lesion studies. Here, we review the state of computational models of cognitive control and offer a new theoretical synthesis of the mPFC as signaling response–outcome predictions. This new synthesis has two interacting (...) components. The first component learns to predict the various possible outcomes of a planned action, and the second component detects discrepancies between the actual and intended responses; the detected discrepancies in turn update the outcome predictions. This single construct is consistent with a wide array of performance monitoring effects in mPFC and suggests a unifying account of the cognitive role of medial PFC in performance monitoring. Epistemic democrats typically argue that widespread public competence can empower democratic states to produce the correct decisions more effectively than antidemocratic alternatives. In reaction, this paper shows that epistemic democrats are too insensitive to a fundamental fact of representative democracies: the democratic choice of policy is mediated through a democratic choice of politician. Epistemic democrats neglect that party politicians potentially spoil the epistemic benefits of widespread public competence. Firstly, politicians must compete with each other for votes during elections. Secondly, politicians (...) should compromise with each other to protect those they represent from the bad apples in the legislature. Politicians, as elected representatives with democratic integrity, have a profession-specific obligation to resist the bad apples, even if they must sacrifice their personal integrity in the process. They must compromise on promoting the correct decisions to gain critical political alliances and electoral support. Once political theorizing recognizes the significance of party politicians and their obligations more fully, public deliberation can be modelled as a compromise-discovery process: public deliberation can enable politicians to know which moral compromises will gain the alliances and votes necessary to resist the bad apples. Argues that the historical concept of agency ultimately fails since such weighing and choosing always require grounds that reach beyond private consciousness. Agency is bound inherently with morality; the modernist understanding of agency removes it from morality. It is suggested that agency is only possible on inherently moral, rather than metaphysical, grounds. An alternative conceptualization of agency as living truthfully is proposed that does not posit the existence of Cartesian ego and does not surrender to moral relativism. This concept of (...) agency is exemplified and distinguished from volition, which is much closer to the more traditional view of agency as the capacity to choose from among alternatives.
